The new "work relocation" and "deferral" policies of the Reagan Labor Board majority

Abstract

This article describes the radical change of policy at the National Labor Relations Board, as manifest by three NLRB decisions. Workers’ rights were negatively impacted in these opinions, which approved of forced worker relocation, and deferral to arbitration of grievances and arbitrators’ awards. With arbitrators now doing the work of Board members, the author recommends a series of initiatives to ensure adequate training on statutory and procedural issues.
